The following are complementary elements of the overall children’s services inspection process:
An annual performance assessment
APA is conducted each year in every council. It focuses on the contribution that a council’s services have made in the previous twelve months towards improving outcomes for children and young people. Where a joint area review takes place at or around the same time of year as the annual performance assessment, the latter will be integrated into the joint area review process to avoid duplication.
Tellus3
The Tellus3 survey is part of the annual performance assessment and is an on-line survey that gathers the views of children and young people.

Joint area reviews
JARs are a three-year programme running until December 2008 and all 150 local authority areas will have a joint area review during this time. A joint area review judges the contribution that the council and its partners in the local area are making to improving outcomes for children and young people.
An enhanced youth inspection
EYI is carried out where a local authority youth service has not been inspected since 2005. The joint area review is ‘enhanced’ to include coverage of youth work.
