Departmental report 2004-05

This report sets out the work that Ofsted has done during 2004-05, as well as plans for a programme of significant change over the next three years. This report also records ways in which Ofsted is contributing to an improvement of standards in childcare and education.

Effective youth services: good practice

In January 2004, Ofsted began a four-year programme to inspect all local authority youth services. The main aim of the report is to provide case studies of the good practice seen during the first year of the programme and to contribute to the further improvement of provision. The report also provides a commentary on the characteristics of successful youth services and reflects on weaknesses which persist across the sector.

Improving behaviour and attendance in primary schools

The Behaviour Improvement Programme, funded by the DfES, aims to reduce non-attendance and exclusion while improving pupils' behaviour. It targets schools serving complex catchment areas. Ofsted inspectors have, over a two-year period, monitored the development of the programme. These leaflets focus on what has been most effective where there is room for improvement.

Inclusion: the impact of LEA support and outreach services

This report reviews the role of external services in promoting the inclusion of pupils with special educational needs and identifies the key features of effective provision. The report confirms that a strong commitment to inclusion, stable funding and high-quality specialist staff are crucial to effective services.

Increased Flexibility Programme at Key Stage 4: the first two years

The Increased Flexibility Programme (IFP) supports partnerships of schools, further education colleges and providers of work-based learning in efforts to improve opportunities for vocational learning for 14-16 year olds, and to extend participation in education and training post-16. Partnerships now involve half the secondary schools and three quarters of the FE colleges in England. This report evaluates the progress of the IFP during its first two years, building on an interim report published in 2004.
