This report outlines findings from inspections carried out in 12 local education authorities. Little overall evaluation of the provision for this group of pupils has been carried out for some time. In 1989 Her Majesty's Inspectors published a report which highlighted the variations in quality of provision, the difficult situations in which teaching often has to take place, the relative isolation of the work and the challenge of meeting the needs across the curriculum of children varying widely in age and ability.
