In June 1995 the Youth Service Unit of the Department for Education and Employment launched a three-year scheme of grants for National Voluntary Youth Organisations for 1996-99. This report is based on the overall evaluation of the work inspected by Her Majesty's Inspectors over the three-year period of the scheme, from April 1996 to April 1999.
