Increased Flexibility Programme at Key Stage 4: the first two years

The Increased Flexibility Programme (IFP) supports partnerships of schools, further education colleges and providers of work-based learning in efforts to improve opportunities for vocational learning for 14-16 year olds, and to extend participation in education and training post-16. Partnerships now involve half the secondary schools and three quarters of the FE colleges in England. This report evaluates the progress of the IFP during its first two years, building on an interim report published in 2004.
