LEA strategy for the inclusion of pupils with special educational needs

This report analyses the problems local education authorities (LEAs) have had in formulating and implementing coherent strategies for inclusion, and draws some conclusions from the difficulties authorities have experienced. The evidence for this report is drawn largely from the inspections of LEAs which Ofsted carries out jointly with the Audit Commission.
