The severity and multiplicity of the challenges faced by local education authorities (LEA)s in inner-London, together with the historical and current organisation of education, puts this group of LEAs in a unique situation. This report seeks to evaluate how effective the LEAs have been in supporting schools and pupils, and to identify the factors which have led to some performing their roles more successfully than others.
