National Curriculum citizenship: planning and implementation 2002/03

In 1999, secondary schools were given two years’ notice that, from September 2002, citizenship would become a statutory subject. In the autumn term of 2002 and the spring term of 2003, Her Majesty’s Inspectors (HMI) visited 25 schools to evaluate provision of citizenship as a statutory National Curriculum subject. In over half of the 25 schools, the management of the introduction of citizenship has been unsatisfactory, mainly because the full implications of citizenship as a National Curriculum subject were not understood or, in a small number of schools, because they were not accepted.
