A survey of a wide range of colleges and inspection reports was carried out by Ofsted and the Adult Learning Inspectorate (ALI) between May 2004 and June 2005. The main purpose of the survey was to evaluate progress and good practice in response to the Race Relations (Amendment) Act 2000.
