In December 2003, Ofsted published the results of a survey of how schools were managing their workforce to ensure high-quality education for their pupils. In the autumn term 2003 and the spring term 2004, a further inspection was carried out to assess how effectively schools were then implementing the national workforce agreement and what impact this was having.
