This 2006 report reveals that over 26,000 children in England would have a better life if their parents had more support and help from local councils. 'At risk' children, on the Child Protection Register, come from homes where parents have problems like domestic violence, substance abuse and debt. Too often, says the report, services focus only on the need to protect children, rather than addressing the root cause: their parents' problems.
