This paper is intended to contribute to the debate about how to raise standards of literacy. It summarises early evidence from HMI about the teaching of writing within the National Literacy Strategy (NLS) and exemplifies good practice in the schools inspected by HMI. A more comprehensive report on the impact of the NLS at the end of the second year of its implementation will be published in the second half of the autumn term 2000.
