In 2000, the Secretary of State for Education and Skills said that: 'over time, all pupils in primary schools who wish to will have the opportunity to learn a musical instrument'. In 2002, local education authorities (LEAs) were invited to participate in pilot programmes to explore the delivery of this aim. Ofsted was asked to evaluate 12 pilots.
